Add the below line to the file config_override.php

$sugar_config['allow_pop_inbound'] = true;

    1. This file will be created only when there are any changes to the
      Administration >> System Settings are made.

      If not there you can create the file “config_override.php” to the root directory of the SugarCRM installation.
